Michael J. Bowers

Mike Bowers is a litigator. In his 42 years of law practice, he has personally handled or overseen hundreds of types of cases, most of which have involved government entities on one side or the other.

For 25 years, Mike represented the State of Georgia – serving as its Attorney General from 1981 to 1997. He has successfully argued a case before the U.S. Supreme Court. Over the past 17 years, his litigation practice has largely focused on helping businesses with issues related to government compliance. Mike recently assisted the Griffin Area Resource Center correct inaccurate billing by Medicaid and is currently involved in a major challenge to state regulation of bona fide coin operated amusement machines.

Representative Experience:

  • Successfully struck down the State Charter School Commission as unconstitutional for Gwinnett County School Board. (2013)
  • Jointly lead the Governors’ investigation of cheating by teachers on standardized tests in the Atlanta and Dougherty County public schools. (2010)
  • Assisted the Griffin Aera Resource Center, a home for the developmentally disabled, to avoid several hundred thousand dollars of Medicaid recoupment. (2015)
  • Successfully tried in federal district court, and had upheld on appeal, an approximate $18 million civil rights verdict for racial discrimination (2002-2005)
  • Successfully tried a condemnation against the State of Georgia for a right-of-way across a state prison to private property land locked by an interstate and the prison. (Approximately 2005)
  • Successfully tried, in state superior court, a design-construction defect case involving sewage backup in an Atlanta apartment complex - $5 million verdict. (approximately 2006-2007)
  • Jointly led investigation into corruption in the government of DeKalb County, Georgia, resulting in the resignation of the elected county chief executive officer and the defeat in the 2016 primaries of the elected county district attorney. (2015-2016)
  • Successfully litigated disputed real estate matter against Gwinnett County Commission and obtained over $6 million for our client after initial turndown by Superior Court. This matter was successfully litigated in appellate courts on two occasions. (2012-2015)
  • Tried judges for misconduct before the judicial Qualifications Commission (approximately 1975 to 2014)
  • Served as mediator for Cobb Superior Court Judge in over $90 million settlement of dispute concerning patronage capital and attorney’s fees. (2012-2014)
